# goal-prep ## Purpose Create and inspect GOAL.md contracts, manage approval metadata, and decide whether a request has an executable approved goal. ## Use When - A non-trivial request has no approved GOAL.md. - GOAL.md approval metadata is missing, invalid, stale, or hash-mismatched. - A contract must be drafted, revised, superseded, or re-approved. - The user explicitly asks for a GOAL.md draft, Issue summary, or contract revision. - A natural-language paste command such as `Start review fix` with alias label `review-fix` requires creating or inspecting a bounded implementation-fix GOAL.md from immediately preceding review findings. ## Do Not Use When - The task is implementation, review, or closeout against an already approved GOAL.md. - The user asks to start or continue `/goal`. - The task only needs deterministic validation or judgment review. ## Default Protocol Default scope is inspecting, creating, revising, superseding, or approving GOAL.md contract state only. Allowed actions are GOAL.md contract-state inspection, schema/hash validation, approval metadata handling after explicit approval or evidence-gated fixed-panel approval, and GOAL.md patch proposals. Forbidden by default: implementation, `/goal` start, GitHub Issue creation, remote side effects, lifecycle-changing operations, recommending commit or push solely for GOAL.md approval metadata, and treating Issue text or chat as the execution contract.
