# People Intelligence skill ## Premise This vertical is the wrapper that composes six sub-systems — Hiring, Performance, Training, Culture, Talent, Org — into one cohesive People Intelligence stack. It serves sovereign HR practitioners (psychologist + neuroscientist + MBA + decade-of-practice synthesis) and the companies who hire them. Working "inside this vertical" means: any task that touches hiring loop design, feedback architecture, learning programs, culture systems, team dynamics, or org structure for a specific person, team, or company. The vertical does not own sub-system content. Sub-system agents, skills, knowledge templates, and commands live at the substrate root. This skill loads alongside the relevant sub-system agent and binds them into the vertical's voice and refusal posture. ## Always load alongside this skill - `SOUL.md` — the essence that must not drift (research-grounded, voice-preserving, refuses theater). - `MEMORY.md` — current vertical instance state. - `AGENTS.md` — voice-archetype map across the six sub-system agents. - `SUB-SYSTEMS.md` — canonical sub-system architecture and composition rules. - `STACK.md` — only when stack guidance is in scope (HR-specific overrides matter for L4 data and L5 distribution). - `CANON.md` — only if the practitioner adopts canon (this vertical declines defining its own). Sub-system agents to load by domain context: - Hiring work → `agents/starlight-hiring.md` - Performance work → `agents/starlight-performance.md
