# Noise representation on a planning application
Help a member of the public produce a rigorous, credible representation on the **noise and
disturbance** merits of a planning application — the kind a case officer and an
environmental health officer can act on and lift into the officer report. The skill does
three things:
1. **Evaluate** the applicant's noise evidence against current policy and the applicable
standards, and identify the material deficiencies.
2. **Map** each deficiency to the specific national and local policy, standard or guidance
it engages.
3. **Draft** the representation in clear, precise, concise language — or advise that the
evidence is sound and no sustainable objection exists.
## When to use
The user has a planning application and wants to object (or find out whether they *can*
object) on noise grounds. Trigger phrases: "object on noise grounds", "is this Noise Impact
Assessment any good", "critique this acoustic report / BS 4142 assessment", "they want to
open the beer garden until 11", "extraction plant right behind my garden", "they're building
flats next to our workshop and we'll get the complaints", "the noise survey was done in the
wrong place".
Not this skill: ecology, heritage, flooding, transport capacity — separate matters. Air
quality, light and odour are neighbouring limbs of the same NPPF policy (P3) and the method
here transfers, but the standards catalogue is noise-specific.
