# Workshop Planning and Synthesis
Use generic terminology and preserve the status of every material statement: observed fact, proposal, ratified decision, rejected decision, unresolved question, measured result, estimate, or causal claim.
## Workflow
1. Define the workshop purpose, decision or learning outcome, participants, authority, constraints, and exclusions.
2. Design prework that establishes shared evidence and exposes disagreements before the session.
3. Create a timed agenda with methods, prompts, roles, decision points, breaks, and accessibility needs.
4. Prepare artifacts that distinguish facts, proposals, assumptions, questions, and decisions.
5. During synthesis, preserve dissent, confidence, source, and ownership rather than averaging views.
6. Record ratified decisions only with named owner evidence; record other outcomes as proposed or unresolved.
7. Assign actions with owner, due condition, evidence of completion, and follow-up forum.
## Boundaries
- Do not present attendance, silence, or voting as ratification unless the governance model says so.
- Do not expose sensitive participant comments outside the authorized audience.
- Do not schedule, message participants, or publish outputs without separate authority.
