It measures what a change can break and charges evidence in proportion: docs pay a typecheck, source pays a real end-to-end run, auth/money/migrations pay that plus a mandatory adversarial pass. Claims are recorded by RUNNING the command that proves them, so an evidence level cannot be typed; hypotheses and their refutations survive a context compaction; project memory is anchored to code so stale facts announce themselves; the status block is generated from the ledger, never written; and the whole bundle is sealed to the commit as a git note a reviewer can verify. 23 diff guards, a SHA-bound verdict, and hooks that refuse an unproven push.
