Diffs two OpenMC release tags (OLD NEW, e.g. v0.15.2 v0.15.3), maps changed Python source files to the affected KB doc files, writes a per-release migration notes file at skills/openmc/releases/vNEW.md, and updates .last-synced-release. Invoke as: /sync-openmc v0.15.2 v0.15.3. Requires gh CLI (authenticated) and curl. This is a maintainer-only tool; the consumer openmc skill is separate.
